25-year-old Levi Wheeler had an altercation with Devonzo Pye at a Rogers Williams Avenue Residence, an assisted living facility for individuals with mental and physical disabilities, on June 1st. When officers arrived, they spoke with Pye, who advised them that the top of his head was bleeding and requested medical assistance. He further explained that Wheeler entered his room and stole his tablet, so he followed him downstairs, which sparked an argument that escalated when he pushed Wheeler, causing him to trip over the furniture and onto the ground. While on the ground, Wheeler mounted Pye and started punching him on the head and in the face. Pye added that he hit him a few times to defend himself but was unaware of how his head started to bleed. Wheeler told officers that he was in the room “pleasuring himself” when Pye walked in, causing him to feel embarrassed, so he followed him into his room and stole his tablet, sparking a physical dispute. He claimed that Pye initiated the scuffle. The on-duty house manager spoke with police and told them she did not know what started the argument, but she overheard Wheeler yelling racial slurs at Pye, so she approached them, which was when she saw Wheeler hitting Pye.

The very next day, officers were dispatched to the same location due to another incident with Mr. Wheeler, but this time, the victim was an employee, Ms. Karen Foxx. The witness, Devonzo Pye, told officers that Wheeler threw Ms. Foxx to the ground and “threw rocks and stuff at her.” When officers spoke with Ms. Foxx, she stated that Wheeler slung her across the room and threw her into a wall, causing damage to the wall. She added that aside from the physical assault, Wheeler also stated, “N-word, I’m gonna hang you by a tree.” Officers noted that during their interaction, Wheeler was extremely disrespectful towards them and used derogatory terms.
