29-year-old Chelsea Zellars was seen using her phone while driving in her black 2017 Buick Encore on Briley Parkway South on November 22nd, 2022. Officers observed her doing this and conducted a traffic stop. Officers then cited her for the violation that day. Zellars was later booked on the citation of driving while on a cell phone on August 13th, 2024.
